It shall be unlawful for any person or persons to place, throw or cause to be deposited or left any dirt, filth, sweepings, excrement, compost, papers, boxes, ashes, lumber, wood, grass, weeds, leaves, or litter of any kind in or on any streets, alleys, parks or public ways of the city.

It shall be unlawful for any person or firm to cause lawn clippings or leaves to be discharged onto any city street or into any gutter of any city street. Any person or firm who causes lawn clippings or leaves to be discharged upon any city street or gutter thereof shall not be in violation of this section if said person or firm removes said lawn clippings or leaves within two (2) hours of the discharge into the City Street or gutters.
