There is hereby created and established the Enterprise Recreation Commission. Members of the recreation commission shall be appointed in the manner and for such terms as prescribed by law and shall administer in all respects the business and affairs of the recreation system.

Four of the members of the commission are to be appointed by the mayor subject to approval by the council. The recreation shall appoint the fifth member. The recreation commission shall annually elect a president, vice president and a secretary/treasurer.

There shall be an annual audit of the books of the recreation commission.

The recreation commission shall hold monthly meetings and public notice of such meetings shall be given. Minutes of said meetings shall be maintained.
